Public sector workforce in srilanka as one of the significant role plays country development. Changing the government polices are making based on public sector development, Due to major vote banks in public sector and also educated groups. 
Now days government more concern reduce government expenditure because the government expenditure more country development is back and also depending of public in government. This two reasons government takes this decision.Decision as more complicated one because government expenditure low country development as more depend private sector private sectors only concern profitable activities not in social activities so it’s more complicated one and also country life level income level as also increase different.
In 2011 annual budget proposal based on private sectors and also more concern reduce government expenditure in future like public sector ways increase only 5% introduce pension scheme for private sectors and foreign employees.
